Alexander White was appointed by H.E. the Governor of Bermuda to take office as Bermuda’s first Privacy Commissioner in January 2020. The mandate of the Privacy Commissioner is to regulate the use of personal information by organisations in a manner which recognizes both the need to protect the rights of individuals in relation to their personal information and the need for organisations to use personal information for legitimate purposes, among other duties described in the Personal Information Protection Act 2016 (PIPA).
Commissioner White is an attorney licensed in the US State of Illinois and District of Columbia, and previously served as State Deputy Chief Privacy Officer for the State of South Carolina and as a member of the U.S. Department of Homeland Security Data Privacy and Integrity Advisory Committee (DPIAC). In his early career, he worked as a lawyer, consultant, and non-executive director in insurance and education.
With further coursework and study with the Harvard Kennedy School, City University (London) Law School, Law Society of Ireland, Vrije Universiteit Brussels Institute for European Studies, Tsinghua University School of Law, and Fudan University Law School.”
Angelene was appointed Australian Information Commissioner and Privacy Commissioner in August 2018. She leads the Office of the Australian Information Commissioner (OAIC) in fulfilling the office’s functions across privacy, freedom of information (FOI), and government information management.
Over the past decade, she has worked extensively with Australian Government agencies, across the private sector and internationally, at the forefront of addressing regulatory challenges and opportunities presented by rapidly evolving technology and potential uses of data.
In addition to sitting on the GPA’s Executive Committee, she chairs the GPA’s Strategic Direction Sub-Committee and her office co-chairs the GPA’s Digital Citizen and Consumer Working Group. Angelene holds a Bachelor of Laws with Honours and a Bachelor of Arts from Monash University and a Diploma in Intellectual Property Law from Melbourne University.
Angelene was elected to the Executive Committee at the 40th annual conference in October 2018.
Beatriz de Anchorena was appointed as Director of the Access to Public Information Agency in March 2022, in accordance with the procedure provided by Law 27.275, also becoming the control authority of Law 25.326 of Personal Data Protection.
Beatriz holds a Politics Science Bachelor from Buenos Aires University, a Public Policies and Development Management Master from Georgetown University and San Martin National University and is doctoral candidate in Social Sciences at Buenos Aires University.
She was Deputy Secretary of the Institutional Strengthening of Management and Public Employment Secretariat from the Headquarters of the Cabinet of Ministers, where she promoted the creation of the National Directorate of Integrity and Transparency, with the aim of promoting an organizational culture in the public sector based on the values of public ethics, integrity and transparency.
She was also a member of the National Board of Integrity and Transparency. Previously, she was General Coordinator of the Federal Council of Public Function and Director of Technical Assistance to Provinces in the Deputy Secretary of Public Management from the Chief of Cabinet of Ministers.
She has served as Executive Director of Commitment Foundation, where she promoted the articulation of civil society organizations, business sector and the State in the production of public policies for sustainable development with social inclusion.
She worked as an independent consultant on issues of design and analysis of public policies, institutional strengthening and social responsibility for various agencies of the national public sector and provincial public administrations, as well as for civil society organizations; and participated in technical assistance processes in various countries of the region.
Blanca Lilia Ibarra Cadena holds a Bachelor’s degree in Communication and Journalism with a Masters in Public Administration. She has been a Commissioner at the National Institute for Transparency, Access to Information and Personal Data Protection since 2018, and became the President Commissioner of INAI in December 2020.
She has had a 30-year career in media and has held several managerial positions in press, radio and television. These include Director General of the Television Channel of the Mexican Congress, the Director of Information for Local States of the Presidency in Mexico, and the Director General of Social Communication of the Local Congress in Puebla. She was also President of the Network of Educational and Cultural Radio and Television Broadcasters of Mexico, Board Member of the Ibero-American Educational and Cultural Television Association and member of the Editorial Board of the Mexican State-owned News Agency (Notimex).
Blanca Lilia has served as Director of the Documentation Center at the Coordination of Information, Documentation and Transparency of the Federal Electoral Tribunal in Mexico. She was President of the Transparency Commission of the Municipality of Puebla and President Commissioner of the Commission for Access to Public Information and Personal Data Protection of the State of Puebla. During her tenure she served as Coordinator of the Social Communication Commission and Coordinator of the Central Region of the Mexican Conference for Access to Public Information. She was also a professor at the Monterrey Technological Institute for Superior Studies (ITESM), in the Puebla campus and at the Americas University in Puebla.
She is a columnist at “El Financiero”, “El Universal”, “La Silla Rota”, “Contra Réplica”, as well as at different local media organisations in the state of Puebla, and is author of the publication: “Expresiones, entre lo público y lo privado.”
Prof. Dr. Faruk Bilir was appointed as a member of Personal Data Protection Board by the President of the Republic of Türkiye in December 2016 and elected as Chair of the Personal Data Protection Authority in January 2017.
Prof. Bilir started his academic career as a research assistant at Selçuk University Faculty of Law, Department of Constitutional Law, and continued as lecturer with the title ‘Prof. Dr.’ from 2013 to 2014. He worked as Head of Department of Constitutional Law (2011-2013) at the same university, and as Dean of the Faculty of Law at KTO Karatay University (2014-2015). He served as 1st Legal Counsel in the Ministry of Labour and Social Security in 2016. Bilir is working in the fields of constitutional law, political science and human rights, has published numerous books including “The Jurisdiction of the European Court of Human Rights” and “Constitutional Law Practices”.
Bilir considers the personal data protection as an instrument and regards the protection of persons as a purpose. He leads Authority organizations to promote awareness and ensure the best practices by maintaining communication with the sectors through “Wednesday Seminars” broadcasted live on Youtube, “Awareness Meetings” held in different cities of Türkiye, and Podcast series on the official channel of KVKK as of December 2021. Bilir realized his desire to create a new platform that enables sharing of relevant regulation and practices in the international arena with the “1st International Congress on Personal Data Protection” held in November 2021. Besides, he has been the pioneer of the “Project to Raise Personal Data Protection Volunteers among University Youth” implemented by KVKK with the aim of creating data protection culture especially among young people.
Bilir was awarded “Bureaucrat of the Year” in the special awards category of “Top 500 IT Company Research”, which was held for the 22nd time in Türkiye in 2020.
In October 2021, Prof. Faruk Bilir was elected as a member of the GPA Executive Committee. KVKK will host the 44th International Conference in 2022.
Omar Seghrouchni is the current president of Moroccan DPA (CNDP), and the leader of “governance of transformations’’. He was born in 1962, in Rabat, married and has two children.
He graduated from the Mohammedia School of Engineering in 1986 as an Electrical and Industrial Automatic Engineer. In 1987, he obtained a DEA in Mathematics and Automation from the University Paris IX – Dauphine and Ecole des Mines of Paris. He had also a Master degree in Diplomacy and Strategy ECSR and a Master in Economic Intelligence at the School of Economic Warfare in Paris.
He began his career in 1988, in France, as a research engineer at the National Institute for Research in Computer Science and Automation (INRIA), before directing the Laboratory of Real Time Computer Science at the Higher Institute of Electronics in Paris (ISEP). Since 1998, Mr. Seghrouchni held several positions of responsibility and management in large firms and companies in the field of consulting and information systems architecture. He piloted several major digital transformation projects, in both the private and public sectors, in France and in Morocco.
Ulrich Kelber was appointed Federal Commissioner for Data Protection and Freedom of Information in Germany in January 2019 (Bundesbeauftragter für den Datenschutz und die Informationsfreiheit – BfDI) for a first term. In his capacity as BfDI, he also fulfils the function of a Joint Representative of German Data Protection Supervisory Authorities in the European Data Protection Board (EDPB). In October 2020, Ulrich Kelber was elected as a member of the Executive Committee of the Global Privacy Assembly.
Before being BfDI, Ulrich Kelber was a member of the Federal Parliament in Germany, the “Bundestag”, where he represented the constituency of the city of Bonn. He won the direct mandate in this constituency in 2002, 2005, 2009, 2013 and 2017. In the Bundestag, he held the position of a Vice-Chairman of the Social Democratic Party (SPD) parliamentary group for the issues of environment, nature conservation and nuclear safety, food, agriculture and consumer protection and sustainability (2005-2013). In the executive branch, he served from December 2013 to March 2018 as a Parliamentary State Secretary to the Federal Minister for Justice and Consumer Protection.
Ulrich Kelber has a technical background. He studied computer science and biology at the University of Bonn, before working as research associate at the GMD Research Centre for Information Technology (now part of the Fraunhofer Research Society) and, after that, as a knowledge management consultant at an IT company.
In July 2019, Ulrich Kelber was awarded the position of an Honorary Professor for Data Ethics at the Centre for Ethics and Responsibility of the Hochschule / University of Applied Sciences Bonn-Rhein-Sieg (H-BRS). In addition, he served as a member and expert of the “Data Ethics Commission” in Germany, which submitted its final report to the German Federal Government in October 2019.
